EO: STRATEGIC BITCOIN RESERVE

Background

  • Bitcoin is a valuable, scarce asset, often called "digital gold."

  • The U.S. holds significant Bitcoin but lacks a policy for leveraging it in the global financial system.

Policy

  • Establish a Strategic Bitcoin Reserve and a Digital Asset Stockpile for government-held digital assets.

Key Provisions

  1. Strategic Bitcoin Reserve:

    • Managed by the Treasury Secretary.

    • Funded by BTC from forfeitures or penalties.

    • BTC will not be sold, only used for governmental objectives.

  2. Digital Asset Stockpile:

    • Managed by the Treasury for non-Bitcoin digital assets.

    • Agencies must transfer assets to the Stockpile.

  3. Acquisition of BTC:

    • Treasury and Commerce will develop strategies to acquire BTC without additional costs.

  4. Disposal of Assets:

    • Digital assets can’t be sold except for law enforcement or restitution purposes.

Accountability

  • Agencies must report and transfer digital assets to the Reserve/Stockpile.

  • Treasury to evaluate and report on management strategies within 60 days.
